Specialist High-Rise Video Surveillance – Haringey Council Case Study

We were appointed by Haringey Council, the local authority for the London Borough of Haringey, to provide a specialist high-rise Video Surveillance solution to help tackle incidents of objects being thrown from residential buildings, a problem impacting both safety and council resources.

The Challenge

Haringey Council faced ongoing issues with objects being thrown from high-rise properties, creating serious safety risks for residents and the public. In addition, fly-tipping incidents cost the council tens of thousands of pounds each year in removals, with no practical way to identify the perpetrators. The council required a solution that would allow them to pinpoint where objects were being thrown from, enhance safety, and support enforcement measures.

Our Solution

Following a detailed site survey, Spectrum worked with a technology partner to source a specialist camera with bespoke firmware designed specifically for high-rise surveillance. The camera required precise mounting within a specific range and angle to achieve accurate coverage. Spectrum recommended integrating the camera with one of the council’s existing rapid-deployable cameras on the estate, utilising the council’s radio network for seamless connectivity.

The camera was commissioned into the council’s existing video management software at the head office, with specialised video analytics configured to detect and alert managers whenever objects were thrown. Alarms are triggered automatically, enabling the council to identify offending residents quickly and take appropriate action.

Installation & Delivery

Spectrum installed and commissioned the system in under three hours, ensuring minimal disruption while delivering a fully operational, integrated solution.

Results

The high-rise Video Surveillance camera has been a success, enabling Haringey Council to identify individuals responsible for dangerous or illegal behaviour. The system has enhanced safety for residents, reduced fly-tipping-related costs, and provided actionable intelligence for enforcement teams. By integrating the camera with existing infrastructure and video management software, the council now benefits from a rapid, reliable, and scalable high-rise surveillance solution.
